Planning and development of procurement strategy and current contract terms in accordance with construction priorities. • Authorization of annual and quarterly procurement budgets and all current Purchase Orders. • Commercial advice to the contractors on home and foreign markets. • Reviewing and approving all invoice submissions. Ensuring effective documentation management in terms of cost-recovery and accounting requirements. • Managing own procurement group, warehouses and personnel. Second Project – Fuel Project, i.e. delivery, offloading and distribution of fuel and industrial chemicals for the Northern assets of Sakhalin 2 project (overall volume 200.000m3. Total budget of the fuel project was $ USD 3,6 mln). • Managing 3 major transport contracts. • Up to 180 contractor representatives, dedicated rail road fairy and 36 vehicles (including tankers, vacuum and OSR trucks) were under my management. • Assessment and training of the Contractors’ staff. • Conducting ongoing monitoring of Contractors’ activities to ensure contractual and legislative compliance. • 32 direct subordinates, including warehouse supervisor, storekeepers, buyers, procurement and contract specialists, drivers, fuel offloading operators. • Achievements: Zero HSE record over3 years of intensive cargo handling operations (including dangerous cargo) in severe climatic and road conditions. • Not a single theft in an extremely criminal environment. • No project delays caused by supply chain failures. • Considerable fuel budget economy, made with the help of reasonable usage of tank farm facilities and flexible transport strategy. • Considerable Procurement budget saving, achieved with the help of successful tender strategy, based on home market preference.
